We will have our first district meeting for the year on Monday, February 25, 2019 at 11:00 AM. The meeting will be at the Hoboken Community Center – 221 Chicago Ave. Hoboken, GA.

CATEN coordinator Capt. Luther Hires and Powell Harrelson with the Governor’s Office of Highway Safety will be presenting the training. Please respond if you plan to attend so Chief McMillan can make meal arrangements.

GACP Webinar: A Proactive Approach to Local Animal Issues

We are proud to offer the next GACP webinar.  This one-hour (executive credit) webinar will be held on Tuesday, March 5, 2019 at 10:00 AM.

This training session entitled “A Proactive Approach to Local Animal Issues”, highlights the provisions of the Georgia Animal Protection Act and Human Care of Equines Act:

Except as otherwise provided in Code Section 16-12-4 or 16-12-37, any person violating any of the provisions of this article shall be guilty of a misdemeanor; provided, however, that if such offense is committed by a corporation, such corporation shall be punished by a fine not to exceed $1,000.00 for each such violation, community service of not less than 200 hours nor more than 500 hours, or both.

O.C.G.A. 4-11-9.2(b) Any sheriff, deputy sheriff, or other peace officer shall have the authority to enforce the provisions of this article and Code Sections 16-12-4 and 16-12-37.

CEOs and Command Staff members will be encouraged to advise officers of the following advantages of working with a GDA Inspector when investigating cases concerning animal protection:

  • Inspectors are subject matter experts in the fields of Companion Animals and Equine.
  • They are familiar with the applicable laws and procedures
  • They have already documented a case history concerning licensed establishments.
  • They can provide court testimony on a professional level.

This session will be presented by Mark Murrah, Georgia Department of Agriculture Companion Animal/Equine Program Manager.  Mr. Murrah has 25 years of service with GDA and was promoted to Program Manager in 2011.

Recently, the GDA played a large role in the recent “Puppy Mill” investigations in South Georgia.  This investigation resulted in the rescue of almost 300 German Shepherds across two different properties in a single breeding operation that were living in horrendous conditions, including sleeping in mud, being surrounded by bugs and having very little shelter.

Chief’s Day at the Capitol/Goals Conference

Thursday, March 14, 2019, has been declared “Police Chiefs/Heads of Law Enforcement Agencies Day” at the Georgia State Capitol.

The location for our pre-Capitol meeting is:

President Wirthman will begin our March Executive Board/Training meeting at 9:00 AM.

The board agenda is not yet complete, but it is expected to include, but not limited to:

  • An introduction of our host, DPS Commissioner Mark McDonough
  • Hate Crime Legislation – Allison Padilla-Goodman, ADL Regional Director
  • Several current state elected officials to speak about their duties
  • A block of instruction on “The Legislative Process” and an overview of introduced legislation

After the Board meeting/training program (ending at about 11:15 AM), we will walk to the Twin Towers (Sloppy Floyd Buildings) for lunch in the cafeteria.  We will be assigned one of the cafeteria lines where a GACP employee will be stationed to pay.  After lunch, you are encouraged to walk across the roadway to the Capitol and/or to the Coverdale Legislative Office Building (CLOB) to meet with one or more of your legislators.

At 12:45 PM, we will reconvene in the Rotunda south wing area near the staircase for a group photo (please dress professionally). If Governor Kemp’s schedule permits, he will join us in the photo and make a few remarks. Also, two resolutions related to tributes will be presented.  One Resolution will be read declaring March 14, 2019 as “Police Chiefs/Heads of Law Enforcement Agencies Appreciation Day”.  That resolution will be presented by one of our strongest allies, Representative Bill Hitchens (District 161), Chairman of the House Public Safety Committee. The second resolution will be read honoring GACP’s 2018 Chief of the Year, Mike Jones of the Suwanee Police Department. That resolution will be read by Senator John Albers (District 56), Chairman of the Senate Public Safety Committee.

After our Capitol assembly, we will return to the Georgia Department of Public Safety Building from 2:00 PM to 4:00 PM for two additional hours of training. A one-hour training program will be delivered by Officer Eric King of Atlanta Police Department, followed by our in-coming President, Chief Wesley Walker, who will preside over our 2019 Goals Conference. *District Representatives, Committee Chairs, and members who aspire to be part of GACP’s leadership team, please do your best to attend this additional two-hour offering.

I would be remiss if I did not tell you we could never predict what will happen at the Capitol on any day.  Therefore, please be flexible, because one thing I have learned in my 23 years serving as your legislative liaison is that unpredictability is really the rule under the Gold Dome.

Training Hours:

9:00 AM through the presentations at the Capitol, Three CEO/POST will be granted only to those who attend both the meeting/training program and the proclamation readings.

2:00 PM through 4:00 PM (Training and Goals Conference), Two additional hours of CEO/POST training hours will be granted only to those who stay for the Training and Goals Conference.

History has dictated that the most often asked questions are:

  • Where can I park my vehicle?    TThe parking area underneath the GA Department of Public Safety is no longer available for our use. Several public parking lots (for a fee) are in proximity to this location. WE STRONGLY SUGGEST CARPOOLING. For parking locations, go to: capitol area public parking )
  • Can I wear my gun into the Capitol?  That answer is simple – if you are sworn, you can carry your weapon at the Capitol.
  • Should I wear my uniform?  You are encouraged to wear your uniform.
  • Can I bring one of my other staff members?  Simply said…Yes.
  • If my significant other wishes to come to Atlanta with me?  Family is family.

District 8 Meeting

The 8th District Chief’s Training will be on March 19th from 11-1 at the Carrollton Police Department. The topic is Below 100 (see attached flier).  According to the Officer Down Memorial Page there were 150 officers who died in the line of duty in 2018. 49 were car wrecks. This number has not been below 100 in 65 years. Lunch will be provided. Please RSVP Joel Richards at jrichards@carrollton-ga.gov with the number you are bringing.

District 9 Meeting @ Franklin Springs PD

This month’s program will be: “Do What Your Career Can Handle” – Chief Michael Mansour, Villa Rica Police Department. NOTE: This training is set for 1 ½ hrs. and will begin at 11:30 a.m.
