JOB SUMMARY: This position is responsible for performing technical and specialized work functions associated with organizing and coordinating operations, communications, technology support, planning and response aspects of the emergency management program. They will also be responsible for coordinating Community Emergency Response Team (CERT) Program and Local Emergency Planning Committee (LEPC) and other volunteer programs. This position reports to the EMA Director.
Disaster Planning, Preparedness and Mitigation
Assists with the submittal and maintenance of an approvable local Multi-Hazard Mitigation Plan and Disaster Recovery Plan.
Assist with the development and maintaining of a multi-hazard mitigation plan.
Assist in the planning for LEOP, Hazardous Materials Plan, Multi-Hazard Mitigation Plan and other emergency plans that require a Threat and Hazard.
Disaster Response and Recovery
Following a disaster, the Deputy EMA Director is responsible for coordinating and assisting their jurisdictional government, local responders, businesses and citizens in connecting with state and federal assistance programs.
Local Emergency Operations Plan (LEOP)
Responsible for working with the local jurisdictions officials, community stakeholders, and local responders in development and maintenance of the LEOP to include NIMS, ICS and other federal/state mandates, compliance with Comprehensive Planning Guidance, etc.
Assist in the activation of and ensure management of the EOC as necessary.
Development of training plan, operations, positions for the smooth and coordinated operations of the EOC.
Homeland Security Grant Program
Work with community partners to identify and prioritize needs to build or enhance capabilities that relate to the prevention of, protection from, mitigation of, response to and recovery from acts of terrorism or other catastrophic events.
Emergency Management Performance Grant
Responsible for the submission of the application of the EMPG to assist the County in enhancing and sustaining their emergency management programs.
Emergency Public Information
This position will be the responsible party to conduct public awareness of the following: severe weather, specific hazards and National Preparedness Month.
Community Emergency Response Team (CERT)
Responsible for working with the community response partners to identify and prioritize needs to build or enhance capabilities that relate to the prevention of, protection from, mitigation of, response to, and recovery from acts of terrorism or other catastrophic events.
Associates Degree from an accredited college in a related field.
1-3 years of experience in Emergency Management or related field.
Equivalent combination of education and experience may be acceptable.
Previous Supervisory skills preferred.
CERTIFICATION, LICENSE, REGISTRATION:
A Certified Emergency Manager certification is preferred or must be willing to achieve this status within 24 months of hire date.
Must possess a valid Driver’s License.
KNOWLEDGE, SKILLS AND ABILITY:
Thorough knowledge of public safety rules, regulations, terminology and methods of operations.
Thorough knowledge of the laws and regulations pertaining to EMA.
Skills in communicating ideas and directives clearly.
Ability to effectively communicate in writing and orally.
Ability to handle high stress and crisis situations.
