JOB SUMMARY

The purpose of this classification is to perform planning, supervising, and reviewing of activities of all assigned personnel.

ESSENTIAL JOB FUNCTIONS

  • Manages, supervises, and implements activities involving the 911 Communications Center; schedules personnel to work; schedules, trains, researches, and implements new equipment; evaluates and performs disciplinary action of personnel; monitors policy compliance; ensures best practices are being utilized; coordinates with other 911 directors throughout the state; reviews daily time sheets and corrects errors to ensure accurate pay and benefit compensation.
  • Coordinates Citywide usage of FCC radio frequencies, implementing interoperability initiatives with other agencies, researches and implements new equipment, manages the associated database, and coordinates for repairs of existing equipment.
  • Coordinates Citywide use of GCIC/NCIC databases; monitors usage of database to ensure users are following state and federal laws governing system, including IT network connection, mandatory training requirements, criminal history inquiry, drivers history inquiry, wanted person inquiry, stolen article inquiry, etc.
  • Acts as a project manager for UCR to NIBRS conversion and facilitates reporting of crime statistics to the FBI.
  • Manages and supervises employees assigned to special operations, including investigations involving prostitution, illegal drugs, and gambling; oversees operations of animal control and Community Oriented Policing Unit.
  • Reviews criminal, accident, arrest, and field interview reports generated by patrol officers for content, accuracy, and procedural compliance; reviews use of force, employee accident, and vehicle pursuit reports and videos.
  • Manages and supervises dispatcher and law enforcement officer recruitment and selection, including reviewing applications, conducting interviews, setting up and attending job fairs, coordinating initial employment process, etc.
  • Provides IT support or coordinate with vendors for Mobile Data Terminals, CAD, Freedom, CodeRED Mass Notification System, RMS applications, automatic license plate reader, door access control systems, Verizon Aircards, Livescan, as well as any other IT related support as required.
  • Manages and supervises departmental training initiatives, including scheduling departmental training, ensuring compliance with POST rules and regulations, monitoring class attendance, and reviewing evaluations.
  • Inspects personnel, vehicles, and equipment for substandard appearance or function; submits requests for repair or replacement, or recommendations for new products/needs; addresses facility needs by constructing, repairing, and submitting work orders.
  • Participates in the review and creation of departmental policies and departmental budget.
  • Creates and maintains Geo Mapping Database (GIS), including building polygons, modifying shape files, and correcting the street centerline data.
  • Supervises and assists with state and CALEA Accreditation Process to ensure the police department is utilizing best practices; reviews associated standards, completes analysis, and presents information to onsite assessors as well as accreditation panel.
  • Attends meetings such as staff meetings, council meetings, active shooter working group, etc.; reviews paperwork from subordinates and prepares various reports on an as needed basis.
  • Organizes, plans, and participates in community outreach programs; maintains business and residential contacts within the City to foster community relations; prepares, reviews, disseminates, and/or delivers media releases.
  • Coordinates and supervises building maintenance activities; completes minor repairs or coordinates repairs through vendors and public works.
  • Creates and monitors statistical reports utilized by the department; utilizes all necessary information or software programs to gather and analyze data collected.
  • Participates in regularly scheduled meetings (COMSTAT, Active Shooter Working Group, Council, City Council, etc.)
  • Applies for and manages state and federal grants which include JAG Grants, DHS Grants, COPS Grants, BPV Grants, Financial Status Reports, Performance Measurement Reports, etc.
  • Coordinates and creates Emergency Preparedness plans with officials at local, state, and federal level, including Cities Readiness Initiatives Plans, Continuity of Operations Plans, Surveillance Detection Plans, Buffer Zone Protection Plans, etc.
  • Acts as first responder during any event in which extra law enforcement personnel are needed or expertise in Critical Infrastructure Protection, Communications, etc. can be utilized.
  • Promotes and explains City and state peace officer benefits/programs to other members of the agency and other administrative issues for employees such as Employee Assistance Program.
  • Performs other related duties as required.

MINIMUM QUALIFICATIONS

Education and Experience:

Requires a Bachelor’s Degree in a related field; and eight (8) years of related experience that includes providing upper level leadership, at the rank of Captain or above, in a police department that is comparable in size and complexity to the Forest Park Police Department, or equivalent combination of education and experience.

Special Qualifications:                                                            

Must possess and maintain valid Georgia Basic Peace Officer Standard Training (P.O.S.T.) certification. Must possess a GCIC Terminal Agency Coordinator certification. Must possess and maintain a valid Georgia driver’s license.

  • Ability to apply principles of influence systems, such as motivation, incentive, and leadership, and to exercise independent judgment to apply facts and principles for developing approaches and techniques to resolve problems.
  • Ability to exercise judgment, decisiveness, and creativity in situations involving evaluation of information against measurable or verifiable criteria.

PHYSICAL DEMANDS

The work is heavy which requires exerting up to 100 pounds of force occasionally and/or up to 50 pounds of force frequently or constantly to lift, carry, push, pull, or otherwise move objects, including the human body.

  • Hearing: Perceiving the nature of sounds at normal speaking levels with or without correction. Ability to receive detailed information through oral communication, and to make the discrimination in sound.
  • Mental Acuity: Ability to make rational decisions through sound logic and deductive processes.
  • Repetitive Motion: Substantial movements (motions) of the wrist, hands, and/or fingers.
  • Speaking: Expressing or exchanging ideas by means of the spoken word including the ability to convey detailed or important spoken instructions to other workers accurately and concisely.
  • Visual Acuity: Have close visual acuity to perform an activity such as: preparing and analyzing data and figures; transcribing; viewing a computer terminal; and/or extensive reading.

WORK ENVIRONMENT

Work may be performed with exposure to adverse environmental conditions, such as dirt, dust, pollen, odors, wetness, humidity, rain, temperature and noise extremes, fumes, hazardous materials, machinery, vibrations, electric currents, traffic hazards, bright/dim light, toxic agents, disease, pathogenic substances, violence, animal/wildlife attacks, animal/human bites, explosives, firearms, or rude/irate customers.
