What Happens After a Complaint Is Filed?

The Georgia Composite Medical Board’s Investigation Process

The Georgia Composite Medical Board (GCMB) licenses healthcare professionals statewide, but its public safety role extends beyond licensure. When concerns arise, the Board’s Investigations Unit evaluates complaints and protects Georgians.

Each complaint begins with a jurisdiction review to determine whether it falls under the Board’s statutory authority. If so, the case advances into formal investigation. Allegations may involve sexual misconduct, overprescribing, unlicensed practice, quality-of-care concerns, impairment, fraud, or criminal convictions. Investigators gather medical records, interview witnesses, subpoena documents when necessary, and request responses from the licensee. When clinical standards are questioned, independent peer review ensures objective evaluation.

Once complete, findings are presented to the Board. As the governing authority under Georgia law, the Board determines whether violations occurred and what disciplinary action is warranted, including consent orders, suspension, or revocation.

GCMB operates within its defined statutory authority and maintains a regulatory role; however, GCMB also employs Georgia POST-certified investigators who can conduct criminal investigations and, when warranted, pursue the filing of criminal charges. When investigations reveal potential criminal conduct that involves broader jurisdictional issues or additional enforcement needs, matters may also intersect with appropriate law enforcement partners.

“Our responsibility is to conduct thorough, objective investigations grounded in evidence and due process,” says Cameron Rabbitt, Director of Investigations. “Protecting patients and ensuring fairness to licensed professionals are both essential to maintaining public trust.”
