Description:

JOB SUMMARY

This position is responsible for all policies and operations, for enforcing all laws and ordinances, and for the protection of life and property within the city.

ESSENTIAL FUNCTIONS

  • Plans, directs, coordinates, supervises, and leads the work of the Police Department; oversees department operations including enforcement operations; schedules and assigns work; establishes priorities.
  • Ensures the training of officers.
  • Makes personnel/employment decisions regarding matters of policy, operations, discipline, and procedure.
  • Develops, evaluates, and enforces policies and procedures for departmental personnel.
  • Develops and monitors a risk management plan to limit potential liability to the city. Meets with community and elected officials.
  • Conducts personal research and training for professional development.
  • Develops and implements departmental rules and regulations and work methods and procedures; ensures departmental rules and regulations and work methods and procedures are followed; enforces disciplinary measures as necessary.
  • Communicates and cooperates with other municipal, city, state, and federal agencies in the accomplishments of criminal justice system objectives.

REQUIRED KNOWLEDGE, SKILLS, AND ABILITIES:

  • Knowledge of procedures, methods, and techniques in law enforcement patrol, traffic control, crime prevention, investigations, apprehension, criminal process, and arrest.
  • Knowledge of principles and practices of search and seizure preservation and presentation of evidence.
  • Knowledge of principles of personnel management, city budget preparation, and administration. Knowledge of pertinent federal, state, and local laws, codes, and regulations.
  • Knowledge of principles of supervision, training, and performance evaluation; and so forth.
  • Skill in the proper use and care of firearms.
  • Ability to serve in a law enforcement capacity responsibly and effectively.
  • Ability to interpret and apply Federal, State, and local policies, procedures, laws, and regulations. Ability to establish and maintain effective working relationships with those contacted in the course of work including City and other government officials, community groups, and the general public.
  • Moderate physical activity. Requires handling objects of average-weight up to fifty (50) pounds, standing and/or walking for more than four (4) hours per day.

MINIMUM QUALIFICATIONS

  • O.S.T. Certified Police Officer.
  • Possession of a valid State of Georgia driver’s license and a satisfactory motor vehicle record (MVR).
  • Excellent oral and written communication skills.
  • Knowledge of risk management in law enforcement.
  • Knowledge of supervision, management, and human recourse management principles. Knowledge of firearms, police radios, and various emergency equipment.
  • Knowledge of constitutional guidelines, federal and state criminal laws, traffic laws, and local ordinances.
  • Skill in public speaking.
  • Extensive hours and weekends will be required at times.

PHYSICAL DEMANDS

This work requires frequent standing, walking, sitting, carrying, pushing, pulling, crawling, and balancing; as well as occasional climbing, kneeling, and crouching. The employee must be able to restrain individuals, and lift objects of varying weight.

WORK ENVIRONMENT

This work is performed in an office and outside in hot and cold temperatures and inclement weather. The employee may be exposed to infectious and contagious diseases, and to life threatening situations.
