President’s Message – Spring 2026
Anita Allen
GACP President
Chief, Albany State University Police Department
As we welcome the arrival of Spring, we are reminded of the season’s spirit of renewal, hope, and new beginnings. Longer days and warmer weather provide wonderful opportunities to enjoy the outdoors, reconnect with neighbors, and appreciate the many blessings within our community.
With the increase in outdoor activities, I encourage everyone to remain mindful of safety. Please take a moment to remember the following:
- Remain alert for pedestrians and cyclists while driving through neighborhoods.
- Secure your homes and vehicles, even during brief outings.
- Watch for children at play and reinforce roadway and personal safety awareness.
- Report any suspicious activity promptly to your local police department.
Spring is also a time to strengthen our sense of community. Let us continue to look for one another, particularly our elderly neighbors and others who may need assistance. Your vigilance, cooperation, and kindness play a vital role in maintaining a safe and connected community.
I would like to remind members to review the updated list of legislative bills from House and Senate members within your district. This document, along with the current list of legislative bills, can be found on the Legislative Page of the Georgia Association of Chiefs of Police (GACP) website.
Additionally, I am excited to share that a substitute for Senate Bill 285 has successfully passed the Georgia General Assembly, with passage by the House on March 19, 2026, and by the Senate on March 27, 2026. I am encouraged by the strong commitment shown by both the House and Senate in supporting this legislation.
A positive aspect of SB 285 is that it does not increase member dues and does not prevent the POAB Board from considering cost-of-living adjustments (COLA) prior to July 1, 2027. This bill applies to members of the fund who are retired, vested, or active, ensuring stability and fairness across the system.
I would like to extend my sincere appreciation to Homer Bryson, Executive Director, for his continued updates, dedication, and unwavering support of law enforcement officers across the State of Georgia, as well as his commitment to those who support the POAB Peace Officers’ Annuity and Benefit Fund.
I also look forward to seeing everyone at the Spring Conference at the Gas South District Convention Center, where we will benefit from a wealth of knowledge shared by distinguished guest speakers and engage with vendors showcasing innovative products and services designed to support the evolving needs and resources of law enforcement.
As Easter approaches, I extend my best wishes to you and your loved ones for a season filled with peace, happiness, and renewal. May this special time uplift your spirits and strengthen the bonds of family and friendship.
On behalf of the Georgia Association of Chiefs of Police, thank you for your continued partnership and commitment to public safety. Wishing you a wonderful spring and a blessed Easter.
