JOB TITLE: Police Chief

DEPARTMENT: Police Department

SUPERVISOR: City Manager

JOB SUMMARY: This position is directly responsible for the organization and management of the Police Department’s services, operation and personnel, including coordinating all internal and external activities of the department.

MAJOR DUTIES: Performs administrative duties associated with the Police Department.

§ Directs departmental operations and administration to ensure the protection of life and property; directs the implementation of department plans, policies and activities.

§ Establishes controls to insure that departmental activities are implemented according to plans and operating procedures. § Develops and implements overall departmental policies and standards of operations, programs, procedures, and regulations. § Develops and implements short- and long-range goals for the department; establishes priorities for the improvement of law enforcement services.

§ Prepares the annual departmental budget in coordination with the City Administrator; implements departmental budget approved by the Mayor and City Council; monitors expenditures on a regular basis and reviews monthly financial statement.

§ Provides department updates at City Council meetings. Leads and Develops Police Department Staff.

§ Directs and supervises the work of personnel; delegates duties to administrative personnel.

§ Administers all major employment actions, including the hiring, transfer, evaluation, promotion, appointment, termination, discipline and recognition of personnel.

§ Recruits and recommends new employees to the Police Committee and the Mayor and City Council.

§ Supervises, trains, directs, counsels, evaluates and disciplines subordinates. Performs general Police Department duties.

§ Directs the maintenance and security of all records and materials associated with departmental activities.

§ Makes periodic public addresses to explain departmental operations, policies and objectives. § Serves as communications liaison with other administrative personnel within the city government.

§ Maintains relationships with professional associations and other agencies, boards, commissions, committees and organizations to further the law enforcement function.

§ Provides consultation, direction, and administrative advice in criminal cases and in internal investigations.

§ Participates in professional development activities and monitors the professional development of subordinates. Performs other related duties as assigned.

KNOWLEDGE REQUIRED BY THE POSITION:

§ Knowledge of the theories, principles, and practices of police administration.

§ Knowledge of management and supervisory techniques and principles.

§ Knowledge of financial and personnel management.

§ Knowledge of budgeting procedures.

§ Knowledge of federal, state, and local laws.

§ Knowledge of the criminal justice system.

§ Skill in planning, organizing, analyzing, decision making and problem solving.

§ Skill in the use of firearms and other standard and specialized equipment.

§ Skill in public relations. § Skill in interpersonal relations.

§ Skill in oral and written communication.

MINIMUM QUALIFICATIONS:

§ Ability to communicate in the English Language.

§ Knowledge and level of competency commonly associated with the completion of a bachelor’s degree in a course of study related to occupational field or its equivalent.

§ Experience sufficient to thoroughly understand the diverse objectives and functions of the department in order to direct and coordinate work within the department, usually interpreted to require three to five years of related experience.

§ Possession of a valid driver's license issued by the State of Georgia for the type of vehicle or equipment operated. § POST certification and the ability to meet current requirements set forth in the Georgia Mandate Law Enforcement Training Act/Peace Officer's Standards and Training Act.

§ Supervisory experience.

PHYSICAL DEMANDS: The work is typically performed while sitting at a desk or table, and requires Police field work, investigative work, crime scene analysis, surveillance, and patrol.

WORK ENVIRONMENT: The work is performed in an office and the outdoors per required.

SUPERVISORY AND MANAGEMENT RESPONSIBILITY: This position has direct supervision over all Police Department employees.
